PCDA provides resources and support to help entrepreneurs and small business owners refine their ideas, develop business plans, and connect with the right people to bring their visions to life.
Business Plan Competition
Each year, startups have the opportunity to pitch their business ideas to a panel of judges for a chance to win a startup package designed to make launching a business easier. The 2025 Spring Pitch Off will take place on Wednesday, Sept 10, at 9:00 AM. Business plans must be submitted by August 27 at 5:00 PM to participate.

Entrepreneur in Residence Program
For those participating in the Business Plan Competition, there is a secondary route to success. High scoring business plans receive a myriad of incentives (see competition flyer). A solid business plan which needs extra time, guidance or training, can qualify an entrepreneur for the In Residence program. Currently in Residence at City Central is Sunny Creek Trading Post, the runner up from the 2024 Business Plan Competition. As an In Residence business, owner/entrepreneur Liz Threlkeld received a lower lease rate for retail space, marketing and customer recruitment guidance and advertising resources totaling $10,000 (in kind).
